Applications for the “Short-Time Working Allowance”, one of the most important measures among the economic steps announced by President Recep Tayyip Erdoğan against the coronavirus outbreak, have begun to be received electronically.

Employers who have been adversely affected by the coronavirus and therefore wish to benefit from the short-time working scheme will be able to submit their applications as of 23.03.2020 by sending the required documents through the e-mail addresses created specially for the İŞKUR Provincial Directorates and Service Centres.

WORKING ALLOWANCE APPLICATIONS HAVE BEGUN TO BE MADE ELECTRONICALLY
Applications for the Short-Time Working Allowance are being made by e-mail to the affiliated İŞKUR Provincial Directorate as of 23.03.2020.
Employers who have been adversely affected by the coronavirus and therefore wish to benefit from the short-time working scheme can submit their applications by sending the required documents through the e-mail addresses created specially for the İŞKUR Provincial Directorates and Service Centres.

THE APPLICATION PROCESS
Applications for short-time working may be made on the grounds of a general economic, sectoral or regional crisis and of compelling reasons. A decision has been taken to allow short-time working applications on the grounds of a “periodic compelling reason arising from external effects” due to the coronavirus. This reason must therefore be marked on the application form.

Employers requesting short-time working on the grounds that they have been adversely affected by the coronavirus can apply for short-time working by sending, together with the relevant evidence, the Short-Time Working Request Form and the list containing the information on the workers to be placed on short-time working by e-mail to the e-mail address of the İŞKUR unit they are affiliated with.

It is important that the documents constituting the basis for having been adversely affected by the coronavirus be attached to the application.

ASSESSMENT
In the current situation, the following points are taken into account in the eligibility assessment reviews to be carried out pursuant to the short-time working decision.

“All reviews will be carried out without going to the site, at the Guidance and Inspection Department or at the Group Departments, solely on the basis of the relevant application documents and their annexes, and without drawing up an assessment report.
If it is assessed during the review process that there are deficiencies in the application documents, employers will be contacted without delay, the missing documents in question will be requested to be transmitted electronically, and the review will be completed on a document basis without delay.
In the eligibility assessment reviews carried out with regard to workplaces whose activities have been suspended by the Presidency, the Ministries or the relevant public institutions and organizations, documents showing only whether the workplaces fall within this scope will suffice.
As for the eligibility assessment reviews carried out with regard to workplaces whose activities have been suspended or reduced within the framework of the employers' own managerial decisions, the relevant documents revealing the situation will suffice.
With regard to the eligibility assessment, a letter in the nature of a report will be drawn up by the Labour Inspectors of the Ministry of Family, Labour and Social Services of the Republic of Türkiye. The letter in question and its annexes will be sent electronically to the İŞKUR Provincial Directorates via the registered electronic mail (KEP) address, while the wet-signed copy will be sent subsequently to be kept in the file of the workplaces.
It must be taken into account that the eligibility assessment procedure carried out with regard to workplaces whose activities have been suspended by the Presidency, the Ministries or the relevant public institutions and organizations is limited, together with the minimum and maximum periods laid down in the Law, to the duration of the administrative act, and that the short-time working scheme will also end automatically when the administrative act ends”.
